SPECIFIC RACE REGULATIONS for M-ELITE & W-ELITE riders

ARTICLE 1. ORGANIZATION 1.1. SEB 11. Tartu Rattamaraton is organized by Club Tartu Maraton (address: Laulupeo Ave 25, Tartu, 51007, Estonia; ph: +372 7421 644; fax: +372 7422 536, e-mail: tartumaraton@tartumaraton.ee) under the regulations of the International Cycling Union (UCI). 1.2. The event will take place on September 21, 2008 on South-Estonia's gravel and forest roads from Otepää to Elva. 1.3. Time schedule: Tehvandi Ski Stadium, Otepää 9:40 Staging of riders according to the current UCI XCM ranking commences 10:00 Start of the race Elva Shooting Range 12:50 Finish of the winner 13:00 Flower ceremony 13:05 Press conference 14:30 Award ceremony for 3 first men and 3 first women
ARTICLE 2. TYPE OF EVENT 2.1. The event is entered to the UCI MTB International calendar and is open to all riders aged 19 and over holding a valid M-Elite, W-Elite or U-23 licence, issued by a UCI member federation. 2.2. SEB 11. Tartu Rattamaraton is registered as UCI class E1 race. In conformity with the UCI Rules, 15 best M-Elite and W-Elite riders will obtain the UCI MTB XCM ranking points as follows: 1. 60 p 6. 18 p 11. 8 p 2. 40 p 7. 16 p 12. 6 p 3. 30 p 8. 14.p 13. 4 p 4. 25 p 9. 12 p 14. 2 p 5. 20 p 10. 10 p 15. 1 p
ARTICLE 3. REGISTRATION Registration and entry fees are according to the Rules of the SEB 11.Tartu Rattamaraton. For UCI E1 class competition the additional registration is necessary on UCI Enrolment Form, which must be sent to Club Tartu Maraton by fax: +372 7422 536 or by e-mail tartumaraton@tartumaraton.ee. The deadline of the written preliminary registration is September 17th, 2008 at 15:00.
ARTICLE 4. RACE HEADQUARTERS 4.1 The Race Headquarters in the Club Tartu Maraton (Laulupeo Ave 25, Tartu, Estonia) is open on September 19th and 20th at 9.00 – 19.00 and at the finish area in Elva Shooting Range on September 21th at 12.00 – 17.00. 4.2.1. Team representatives are requested to confirm their starters, submit riders’ licenses and collect their race numbers on Saturday, September 20th at 10.30 - 12.00 together with the same procedures for 8. Tartu MTB Sprint in Tähtvere Sports Park, or at 15:00 – 17:00 in Club Tartu Maraton. 4.2.2 Checking of licenses and data correction will terminate on Saturday, September 20th 2008 at 17.00. After that the start list will be sent to UCI. 4.2 The team managers’ meeting, organized in accordance with article 1.2.087 of the UCI regulations, in the presence of the Members of the Commissaires’ Panel is scheduled for Saturday, September 20th at 18.00 at the race headquarters.
ARTICLE 5. AWARDING 5.1. At SEB 11. 5.2. There will be two intermediate sprints on the course: on 12. km at Matu service point (SP) and on 65. km at Palu SP. The winner of the intermediate sprint will be awarded with prize of 120 EUR. 5.3. All prizes listed in Article 5.1. and 5.2. will be paid to the winners after reduction of 21% income tax according to the Tax Law of Estonia. 5.4. Prize money will be paid out in the tent behind the awarding stage immediately after the awarding ceremony.

ARTICLE 6. FINANCING 6.1 All expenses concerning participation (entry fees, travel expenses, accommodation etc.) must be covered by riders or their organizations.
ARTICLE 7. CLOTHING 7.1 According to UCI regulations, each rider is obliged to wear a rigid helmet. 7.2 Two start numbers must be attached to the lower back of the rider and the plastic number in front of the bike's handlebars. 7.3 Riders' clothing and advertising on the clothes must be in accordance with the UCI regulations.
ARTICLE 8. SAFETY & SECURITY 8.1 The race will take place on the roads closed for public traffic. The traffic will cross the route in several places under the control of police. 8.2 Riders are obliged to follow the instructions of police officers. 8.3 Team cars' drivers must follow the instructions of police, organizers and commissaries. TEAM car permits, that give advantages of moving between feeding stations, will be handed out at the team mangers meeting. 8.4 Organizers are not responsible for any private possessions left without care.
ARTICLE 9. FEEDING 9.1 According to the Article 4.2.033 of the UCI MTB regulations feeding is allowed only at 6 official Service Points (SP). Access to the feeding zone is allowed only with TEAM accreditation cards. 9.2 According to the UCI MTB regulations there will be a neutral service team in every SP.
ARTICLE 10. OFFICIAL CEREMONIES 10.1 The flower ceremony and the press conference will take place at the main stage in the finish area 10 minutes after the finish of the winner. 3 best men in the final classification are obliged to participate at the flower ceremony and at the press conference. 10.2 The award ceremony will take place at the main stage in the finish area at 14.30. 3 best men and 3 best women, who will be awarded with prize money according to Article 5, are obliged to participate at the Elite class awarding ceremony. 10.3 The overall award ceremony will take place at the main stage in the finish area after the UCI E1 ceremonies. 12 best men, 6 best women and the winners of the intermediate sprints are obliged to participate. 10.4 If a rider does not appear at the awarding ceremony, he loses the right for prizes and will be penalized financially according to UCI CR.
ARTICLE 11. PENALTIES 11.1 If necessary, according to the UCI regulations.
ARTICLE 12. PROTESTS 12.1 Protests can be launched only if the penalty, stated by the Commissaires Panel, exceeds 200 CHF. Protests will be solved according to the Article 12.1.012 of UCI regulations. 12.2 Other unforeseen cases will be solved by the Commissaires Panel together with Race Director.
ARTICLE 13. TEAM MANAGERS OBLIGATION. Team managers are obliged to: 13.1 inform the competitors about the rules, schedule and other official documentation; 13.2 follow punctually the orders given by the organizers and/or commissaires; 13.3 cover the costs of damages caused by their teams´ competitors in their lodging places; 13.4 prepare their competitors for attending punctually awarding ceremonies and/or press conferences. |
