ARTICLE 1 - ORGANIZER, TIME AND PLACE
1.1. The Organizer of the competition is Club Tartu Maraton (address: Laulupeo Ave 25, 51007 Tartu, ESTONIA, ph: +3..., fax: +372 7422 536, e-mail: tartumaraton@tartumaraton.ee). 1.2. The competition will be held on February 15th 2009, from Otepää to Elva on 63 km course, in classical technique. Mass start at 9:00. 1.3. The competition is organized by the Club Tartu Maraton, according to the 38.Tartu Maraton Rules, FIS Marathon Cup 2008 rules, FIS rules and current document.
ARTICLE 2 - PARTICIPATION & REGISTRATION
2.1. Participation 2.1.1. FIS Marathon Cup (FMC) competition is open for all skiers who had made registration to FMC 38. Tartu Maraton. 2.1.2. FMC competition is individual: in one age group for women and in one age group for men. All athletes will participate at their own responsibility! 2.1.3. Skiers or their organizations must cover all expenses concerning participation by themselves, except for those who belong to FMC „Red Group”. 2.1.4. To FMC „Red Group” belong all athletes who are in the first 10 places in the overall ranking of FMC, winners of FMC races in the current season and all athletes currently seeded in the „Red Group” of the FIS World Cup. For FMC „Red Group” athletes, organizers provide free entry and 3 days accommodation (full-board).
2.2. Registration The entry have to be made according to the Rules of 38.Tartu Maraton and additionally on FMC Entry Form and submitted by February 5th 2009 at the latest to Club Tartu Maraton (fax: +372 7 422 536, e-post: tartumaraton@tartumaraton.ee ). 2.3. Start group The competitors of FMC will start from the Elite start group (start numbers 1-100). Elite group is made of FIS Marathon Cup competitors (skiers with FIS CC License only) + top 30 in 2007 Tartu Maraton.
ARTICLE 3 - RESULTS & TIME-KEEPING
3.1. The results are in the finishing order. 3.2. To get a result, the time keeping chip must be correctly attached to your right ankle and your 38. Tartu Maraton bib must be visible from your front and back during the entire race. 3.3. The first 30 men and women will be published in the FMC results according to the overall results, if their results will be in time limit (10% greater from the men’s/women’s winner time).
ARTICLE 4 - FMC RANKING POINTS
4.1. The first 30 finishers will receive FIS Marathon Cup competition points if their results will be in time limit (10% greater from the men’s/women’s winner time) as follows:

ARTICLE 5 - RACE OFFICE, HANDOUT OF START NUMBERS, TEAM CAPTAINS’ MEETING
5.1. The Race Office is open in Club Tartu Maraton (Laulupeo 25, Tartu) on February 13th-14th at 9:00 – 19:00 and at Elva Shooting Range on February 15th at 12:00 – 19:00. 5.2. The control of data (filling of FMC Entry Forms, if necessary), handout of start numbers and information materials takes place in the Race Office on February 13th at 9:00-19:00 and on February 14th at 9:00-17:00. 5.3. The control of data ends up on February 14th at 17:00, after what the start list will be confirmed at Team Captains’ Meeting. 5.4. Team Captains’ Meeting takes place on February 14th at 18:00 in the seminar room of Tehvandi Sport Center.
ARTICLE 6 - AWARDING
6.1. The total monetary prize fund of 38. Tartu Maraton is 21 300 EUR. The 6 best female and 12 best male will be awarded with the special awards and cups. The 6 first men and 6 first women will be awarded with the monetary prizes as stated in FMC Rules as follows: Men: 1. 5 000 EUR Ladies : 1. 5 000 EUR 2. 3 000 EUR 2. 3 000 EUR 3. 1 000 EUR 3. 1 000 EUR 4. 500 EUR 4. 500 EUR 5. 400 EUR 5. 400 EUR 6. 300 EUR 6. 300 EUR 6.2. There will be three intermediate sprints on the course: 20 m before Matu SP (12 km) and under Kuutse SP (32 km) and Palu SP (47 km) banners. The winners of the intermediate sprints will be awarded with 300 EUR and special awards. 6.3. All prizes fixed in Article 5.1. will be paid to the winners reduced by the income tax (22%), according to the Tax Law of Estonia. 6.4. The flower ceremony for 3 best will be held immediately after their finish. The competitors must wear the starting bibs. The official award ceremony will be held as stated in the official program.
ARTICLE 7 - CLOTHING
7.1. Competitors clothing and the advertisements on their clothing must be in accordance with the FIS rules. 7.2. Marking of skis is obligatory.
ARTICLE 8 - SERVICE, SAFETY & SECURITY
8.1. The drivers of the service team cars are obliged to follow the instructions of police officers, security officers and organizers. 8.2. For access to service points (SP) and track crossings 50 m zone, the Team Captains must ask special permission card during the Team Captains’ Meeting. 8.3. Organizers are not responsible for any private possessions left without care.
ARTICLE 9 - TRANSPORT & ACCOMMODATION
9.1. Organizers guarantee accommodation/catering in Tartu or Otepää according to the team’s preliminary requests by January 26th 2009 at the latest. 9.2. Organizers guarantee the transportation Tallinn – Otepää – Tallinn with price 250 EUR per team according to the team’s preliminary requests by January 26th 2009 at the latest.. 9.3. Organizer guarantee free team cabins on the Tehvandi Ski Stadium,in Otepää. The team cabins are open on 14.02.09 at 8:00-22:00 and on 15.02.09 at 6:00 – 10:00.
ARTICLE 10 - DOPING CONTROL Doping test will be carried out by Estonian Antidoping Agency.
ARTICLE 11 - PROTESTS 11.1. The protests can be brought up during 5 minutes after publishing the unofficial results on information board. The cost of a protest is 50 CHF, which will be refunded only when the protest has been met. All protests will be solved by the Jury: FIS TD; National TD, Race Director. 11.2. Any other problems concerned to the competition that might arise will be solved either by the Organizing Committee or by the Jury.
ARTICLE 12 - TEAM CAPTAINS OBLIGATIONS The Team Captains are obliged to: 12.1. Inform the athletes about the rules, program and other race documentation, 12.2. Punctually follow the orders given by the organizers and the Jury, 12.3. Cover the costs of damages caused by athletes of their teams in their lodging places 12.4. Prepare competitors for award ceremony and press conferences.
